Subpar?

I was thinking today about how when something doesn't work well, it's called "subpar". If you think about it more, subpar basically means "below par". Isn't that a good thing? In golf, when a person is below par, it's a good thing. When they're above par, they're probably losing. Therefore, "subpar" should mean something that is good. Either that, or golf is just a weird sport for awarding the person that has the lowest score...
